New York, SANA- Chargé d’affaires of the Syrian delegation to the UN Munzer Munzer stressed that the main reasons behind the
suffering of the Syrian people are the terrorist organizations which are supported, financed, and exploited by the governments of well- known countries.
Addressing the UN Security Council in a session on Syria on Tuesday, Munzer said that after reviewing the 39th monthly report of the Under-Secretary-General for Humanitarian Affairs, the Syrian government expresses its regret and deep concern over the report’s approach which reflects the stances of certain governments and parties which deliberately distort facts and deny the main reasons for the situation in Syria.
He said that Syria has sent two identical letters to the UN Secretary General and the President of the UN Security Council which include
its detailed response to this report, wondering about the intention of the authors of the report which is supposed to focus on means of tackling the humanitarian situation, but instead they insist to force issues into it which have no relation to the humanitarian issue in a way that contradicts the facts of the ground.
Munzer pointed out that some governments of the Council’s member states continue to impose coercive unilateral economic measures on the Syrian people that deprive them from the basic requirements of their life, affirming that all the Syrians are besieged and exhausted by the coercive unilateral economic measures adopted by these states which shed crocodile tears on the Syrian people, particularly
the US and EU countries.
He noted that the areas which the UN erroneously classified as besieged are actually controlled by armed terrorist groups which impose a siege on their residents and use them as human shields, and they also prevent humanitarian aid from entering to those areas.
The chargé d’affaires said the report’s use of the term forced displacement to characterize the reconciliations which have been
accomplished in many areas across the country is a dangerous trend as it reflects the stances of governments that seek to provide cover and protection for the terrorist groups in Syria.
He also expressed the Syrian government’s condemnation of the authors’ biased endorsement of the American narrative about the alleged use of chemical weapons in Khan Sheikhoun, affirming that Syrian never used such substances and reiterating that the Khan Sheikhoun incident was fabricated by terrorist organizations, mainly Jabhat al-Nusra supported by the government of some countries for the purpose of accusing the Syrian government.
Munzer went on to say that the authors of the report are determined to ignore the catastrophic effects of the illegal airstrikes
carried out by the US-led international coalition which led to the killing of scores of innocent civilians in the north and east of Syria, adding that they also attempted to justify the Turkish regime’s military aggression against Syrian sovereignty as well Turkey’s support for terrorist groups in Syria.
The Syrian government provides about 75% of the volume of humanitarian needs and deals positively with the UN and Japanese proposals for facilitating the movement of monthly convoys, he elaborated, adding that the Syrian government confirms the need for the UN to commit to coordinating with it on the basis of
partnership and cooperation regarding various aspects of humanitarian work, and not to deal with or yield to the political agendas adopted by the government of some member states.
Munzer stressed that the Syrian government dismisses the allegations and accusations directed by the authors of the report regarding procedural and logistic issues connected with delivery the humanitarian aid to unstable areas, adding that the Syrian government has provided facilitations for the delivery of
more than 15 humanitarian convoys as per the monthly periodical convoy plan for April and May, and work continues to send more convoys.
He said that the OCHA and the authors of the reports deliberately ignore the convoys which were run jointly by the International Committee of the Red Cross and Syrian Arab Red Crescent, criticizing the OCHA office in Syria for its lax efforts in organizing convoys and its selective tendencies in terms of which areas receive convoys.
The chargé d’affaires asserted that the Syrian people are still being victimized by what the hypocrisy and lies going on inside the Council
that are practiced by the same group of countries which don’t want to put an end to the crisis in Syria, but instead want to continue to manage and exploit terrorism and impose an economic siege of the Syrian people.
Munzer concluded by reiterating that the Syrian government will continue its constructive role to ensure the success of the Astana and
Geneva meetings.
For his Part, Russia’s representative at the UN criticized the report submitted to the UN Security Council on Syria, saying that it’s not
based on any clear methodology, while the Chinese representative hoped that the efforts exerted in Astana and Geneva will lead to improving the humanitarian situation in Syria and enhance the political process.
